Is tgis metal or plastic

My delta spout is splashing water out rather than pouring. There is a hard gray plastic piece in the end of the water spout. Should my contractor have removed this?

The RP101849 does not have a removable plastic, possible debris may have gotten stuck. We would recommend soaking the tub spout in a 50/50 white vinegar and water.
